Court Decision Slashes Tax Collector's Income County Tax Assessor-Collector Reed Stewart is going to be a with extraordinary money woes--unless the Texas Supreme Court changes its mind.

He will have to cough up approximately $8,000 as a result of a decision Wednesday by the court holding that county assessor-collectors can't get extra pay for issuing auto title certificates. Stewart also will be faced with the problem of getting some kind of an adjustment from Uncle Sam on income taxes he paid on the money. The official since 1951 has received an annual salary of $12,198 $2,648 of it from the fee source the court has ruled is unconstitutional. Must Return Money. That Stewart will have to pay the money back is clear under the court's decision, said Attorney William M.

Brown, counsel for the Tax Assessor-Collector's Association of Texas. That is, he'll have to come across unless Brown can persuade the court to hold otherwise in a motion for rehearing he plans to file. If Stewart eventually does have to pay, the county will receive the money, since it went to the official from county funds as part of his salary. Left in doubt by the decision was County Auditor J. M.

(Star) Williams' salary. State law provides that county auditors can not be paid more than the assessor-collector receives for his county serviceswhich in Stewart's case is $9,550, which he'll now get under the cut. Salary Raised. Williams' salary was raised to the $12.198 level by the district judges when Stewart's pay went up under the 1951 extra pay law. However, another law permits in Gainesville for the last 10 years.

22 (A). Governor Dewey Friday night accused Averell Harriman and his associates of making millions in a pre-war Silesian mine securities deal and said that misinformed" American investors, lost. $5,000.000. Harriman, the Democratic-Liberal candidate for governor, retorted immediately that "this is some more distortion and smear" by the Republicans in a effort to win the Nov. 2 election.

Dewey, who is retiring from office, spoke on a television radio hookup in behalf Senator Irving M. Ives, the GOP nominee for governor. Sale of Securities. Dewey said the case involved sale of $15,000,000 in securities. John M.

McGrath, democratic state campaign manager, replied that $12,500,000 was paid off before War II cut off all revenue from the mines, which were in German hands. "Dewey's statement that the American public lost $5,000,000 in this transaction is simply not true," McGrath said. He said that all the bonds would have been paid off but for the war. Dewey said this case originated in 1925 but that it "is in the federal court right now in a law suit to recover $8,000,000 for the benefit of the investors who lost their money." This was the second in a series of what Senator Ives, the Republican candidate for governor, calls GOP "haymaker" attacks on Harriman, the Democratic Liberal nominee for governor. Ives earlier this week charged that a shipping company headed by Harriman paid $250,000 to a corrupt judge in return for leases on two city- owned piers.

Harriman Replies. In reply to the Ives charge, Harriman has declared "I deny completely and categorically that I ever paid or knew of any improper payments" for pier leases. Dewey's charge, made during a radio- TV speech, involves "foreign mines and high finance," he said. "Harriman can not tell you that Another First for SNOWFLAKE 1 Cup of Coffee 1 Snowflake Donut only Enjoy a steaming cup of Maxwell House Coffee plus a delicious snowflake donut in the privacy of your own car. The governor said that the Federal Securities and Exchange Commission Feb. 16, 1950, issued a report declaring that Harriman and his associates "with substantially no investment, received stock and large profits as a result of transactions made possible through funds obtained from deliberately misinformed investors."
