The Council of the University of Adelaide has the honour to present
to Your Excell[...]r 1972:

1. INTRODUCTION

The year saw completion of the University’s building programme for
the triennium 1970-2. The major project was the massive expansion of
the libra complex. The eatly expanded area at its[...]brary to divitfl its service into two basic, but of course
inter-related, functions. The original bui[...]ces section
for postg aduate students and members of the staE. Other projects at
North Terrace included expansion of the engineering buildings, com-
pleticn of the annex to the hysics building, an addition to the mathe-
matics building, and the 1st stage of an extensive rebuilding and
expansion of the Union buildings. At the Waite Institute the library
was extended, a new block of laboratories for teaching urposes was
built, and the first stage of laboratories for small anima completed.
Four squa[...]lth to provide additional
playin fields for some of the many university sporting clubs were
grade , serviced and sown.

Inflation once a ain hit the University hard. The rising costs of
building immediate y before and during the trienn[...]ancial provision for them
being transferred, with A.‘U.C. approval, to the excess costs of the
ma'or projects. It was even more difficult to keep revenue expenditure
an income within bounds of each other. Substantial delavs, in some
cases cov[...]d economies
Wt‘l‘v made wherever practicable. A supplementary Urant was made
bv the Commonwealth[...]offset the massive
rise in the salaries and wages of non-academic staff, but in the event
it proved inadequate and the University finished the tricnnium with
a revenue deficit of $125,000. That deficit is, of course, a first charge
upon the University's income for 1973.

2. THE COUNCIL AND THE SENATE

The election of members of the Council was the second such election
held under the University of Adelaide Act. 1971-72, which provides
for the membership of the Council to include 22 members elected by
the Convocation of Electors (comprising all graduates and postgradu-
ate students of the University and all persons in the full-time employ-
ment of the University), Under the transitional provisions of the Act,

twelve of those members, in four groups, were elected in November
1971; and the election of a further ten in two groups on 22 November
brought the number of members elected by the Convocation to the
full complement of twenty-two.

In October the undergraduates elected Messrs. A. A. Graves and
R. K. Ritchie to bring the number of members elected to Council by
the undergraduates to the required number of four; and in November,
the Convocation of Electors elected the following ten members in the
categories shown:

Six persons not engaged in the employment of the University:
Mr. G. B. Bean, Mr. H. L. Beaney, Dr. N. Blcwett, Mr. C. W. Bonython,
Dr. R. A. Burston and the Honourable Justice R. F. Mitchell.

Professor R. B. Potts and Mr. A. R. Vicary did not offer themselves
for reelectio[...]lerk. The six
vacancies on the Standing Committee of the Senate were filled b the
election of Mr. P. S. Davis, Mrs. A. C. Hardy, Miss I. A. W. evy,
Dr. E. H. Medlin, Mr. G. C. Prior and Mr[...]lovich.

The Standin Committee drew the attention of the Senate to the
new situation t at has arisen through the provision in Section 18(5)
of the University Act that “the Senate . . . may i[...]the Council upon any such matter.” In the light
of that provision the Standing Committee has under c[...]The Council records with deep regret the death in A ril of the Rev.
Dr. W. F. Hambly, who retired in 1971 from mom ership of the
Council, the office of Deputy Chancellor and the Deanship of the
Facul of Arts. He had been a member of Council from 1954 to 1971
and aster of Lincoln Colle e from 1951 until his death. An eminent
member of the Methodist C urch, he had been for a three-year term
President-General of the Methodist Church of Australia.

Two members of the academic staff suffered untimely death: Dr. C[...]disaster.

4. RETmEMEN'rs

The following members of staff retired at the end of the year:

Professor H. C. Andrewartha, who first joined the staff in 1936, and
had filled the Chair of 20010 y from 1962; Mr. A. J. Robinson, a

5. RESIGNATIONS

Resignation: of the following members of stafi took effect during or
at the end of the year:

Professor D. P. O’Connell, Professor of International Law, on appoint-
ment as the Chichele Professor of Intemational Law at Oxford; Pro-
fessor ]. ]. C. Smart, Hughes Professor of Philosophy, on ap ointment
to a Readership at La Trobe University; Dr. P. H. Co 8[...]Hodge, Reader in Physi-
ology, on appointment as a Senior S ccialist in the Commonwealth
Department of Health, Canberra; Dr. . C. Hoffman, Senior Lectur[...]D. Murray, Lecturer in
Restorative Dentistry; Dr. A. D. Packer, Reader in Anatomy; Dr. P.
N. Stewart,[...]naecology, on appointment to the Foundation

Professor F. B. Bull relinquished the Chair of Civil Engineering, to
which he had been appointed in 1952, on 30 June to take up duty as
Deputy Chairman of the Australian Universities Commission. The
Council records here its great appreciation of the extensive and
valuable help that he gave over man years in the structural design
and co-ordination of the University’s uilding programmes.

Professors C. A. Hurst and W. F. Macfarlane were elected to the
Australian Academy of Science, and Professor C. I. Horne to the
Australian Academy of the Humanities. Professor E. S. Barnes was
elected Secretary (Physical Sciences) of the Australian Academ of
Science and Professor L. W. Cox was appointed Vice-President o the
Royal Colic e of Obstetricians and Gynaecologists of Australia and
New Zealangl.

8. RESEARCH

Members of staff received grants totalling $578,988 from the[...]Committee for 1972. This amount represented
11.5% of the total awarded to universities and research institutes in
Australia. Grants to members of staff were distributed as follows:

Members of the University also received Rural Credit grants which
amounted to the sum of $115,031 during the year for 14 projects.

The Re[...]$739,000 available to
it for the general sugport of research by staff members and the training
of postgraduate Stu ants. The number of postgraduate scholars receiv-
ing stipends from t[...]Grant was 144 (including
49 scholars whose tenure of awards was six months or less); the
corresponding[...]1,750, the same as in 1971; and the normal
tenure of awards remained the same as in previous years.

A number of individual rants and awards from other organisati[...]members 0% staff. Professor D. 0. Jordan received a
grant of $5,500 from the Nuflleld Foundation for research involving
D.N.A.; Dr. L. N. Mandcr was one of the five Australians who received
a NuHield Foundation Commonwealth Travelling Scholarship; and
Professor L. W. Cox, Dr. I. A. Kirkland and Dr. Margaret Stanley
received a grant of $25,726 from the Anti-Cancer Foundation for
investigation of cell biology in gynaecological cancer.

Academic developments included the establish ent of a Faculty
of Mathematical Sciences comprising the De artments of Applied
Mathematics, Pure Mathematics, Computing[...]ysics and Statistics which had hitherto been part of the Faculty of
Science. Regulations were made to govern R degree of Master of
Environmental Studies, the course of study and research for which the

12. STATISTICS

Numbers of Students: The total number of students was 8,789, an
increase of 52 on the enrolment of the previous year. Higher Degree
enrolments continued to rise attaining a record level of 954.

The tendency towards a greater proportion of full-time enrolments
was continued in 1972 when these enrolments represented 66.4% of
the total, or, excluding the Elder Conservatorinm of Music, 68%

proceedings of seminars. These were The Australian News Media; T[...]sal.

Educational Radio Station: By the enerosity of an anonymous
donor, the Department established an[...]nd has its studio in t e Department. An enrolment of over 800 in the
first programme (about 10 weekly sessions) of seven courses was most
encoura ing. The subjects[...]People in Organisations. The station transmits
on a frequency of 1630 K112.

At the first ceremony the Chairman of the Education Committee,

Senate of the University of Adelaide, Ladies and Gentlemen.

I should like to welcome you to the first of this year’s commemora-
tion ceremonies and to c[...]graduates who
will shortly be admitted to degrees of the University of Adelaide. For
those of you who are about to graduate today's ceremon commem-
orates your membership of the University and it is the cu mination of
the years of hard study that have earned you our degrees. At one
of these ceremonies some years ago, Lord Toddy remin[...]the new careers that you are now
commencing. Some of you wil continue your studies at the University
and commence work for honours and hi her degrees. Some of you will
commence careers as architects, town p a[...]ers. Graduates in the sciences are today entering a
wider range of occupations than in the past and some of you will be
commencing careers that will draw mor[...]sciences rather than on your particular knowledge of your
own 5 ecialised field. Whatever you are com[...]ates you will continue to participate
in the work of the University and that you will welcome opportun[...]tution.

Educational needs are changing. There is a call for greater breadth
in teaching, an emphasis on questions of the environment, requests to

integrate studies of the natural and social sciences, a desire to
humanise science and demands to make Un[...]nity needs. The University has tried to meet some
of these changin educational requirements while at t[...]ongly feels conflict with the
fundamental urposes of the University. For example, the University
has broadened the ran e of courses available to science students and
allowed greater flexibi ty in under raduate rogrammes of study
through the introduction of hali-su jects an unit coru'ses. These
highly desi[...]ely broken down, at the undergraduate
level, some of the barriers that formerl existed between the dis-
ciplines of a particular faculty. It is stil however difficult[...]r Universit for students to major in combinations of courses
which come from ifierent faculties. In p[...]meet future
educational needs, the University has a serious responsibili to see
that faculty boundaries do not present artificial barriers to csirabIe
combinations of undergraduate studies. Perhaps a common first

degree, which would allow students a much wider choice of univer-
sity subects, would provide the most effe[...]ot
allow artificial barriers to stand in the way of what may be very
legitimate requests for the broadening of university education. At the
same time it is important that the University does not become a mere
follower of current fads and fashions. Universities are place[...]d sciences
will continue to form the central core of university study. Some of the
demands for fundamental changes in university[...]nse over the years
is indicated by the wide range of courses that are now offered and by
the excellence of the extensive research work that is carried out within
the University of Adelaide. Adelaide has a long tradition of support
for professional studies that are useful to the community, by provid-
ing a high level of education in a wide range of expensive faculties.
Today’s raduates in agricu[...]rsities, Adelaide has the second highest fraction ofA.U.C. in its allocation of grants to Australian Universities.

How should we plan to develop the University of Adelaide to meet
future needs? Most members of the University would agree that any
increase in u[...]ust surely continue to
be some expansion in those of our undergraduate schools that oEer
facilities wh[...]the post-
graduate level, Adelaide University has a very distinguished record.
We have a higher fraction of our students engaged in research work
for the Ph.[...]lmost any other Australian university and
members of the stafl of this University have been more than usually
succe[...]g
bodies. One way in which Adelaide might develop a distinctive
flavour amongst Australian Universities is b continued development
of postgraduate schools at a high level. In his connection the special
position of the Waite Institute must be mentioned. The University
has ar ued that the activities of the Waite Institute in agricultural
researc shoul[...]cial assistance by
the Commonwealth Government as a National Research School of
Agriculture.

In planning the future work of the University, the emphasis must be
not on expansion of numbers but rather on an improvement in the

uality of the University’s work. Requests for additional[...]on the grounds that they will improve the
quality of the University's work. There are many areas of teaching
where our present standards leave much to be desired and most of

these deficiencies have their ori in in a shortage of academic staff.
Durin the ostwar expansion of Australian Universities it was very
difl‘icu t[...]vertised vacancies were
unfilled for long eriods of time. While there are still stafl‘ing difficul-
ties in some pro essional faculties the development of postgraduate
research schools within Australia has meant that in most cases the
availability of talented and well-qualified academics is not the limiting
factor on the expansion of academic staffs that it was in the past. It is
to[...]ilable to the Univer-
sity to improve the quality of its teaching by the appointment of the
additional academic staff that are required. For the future develop-
ment of its ostgraduate work one of the University's most urgent
needs is a su stantial increase in the number of research fellows. At
the present time there are only sixty such apzpointments in the Univer-
versity of Adelaide and the vast majority 0 these are funded[...]are provided by funds which are obtained from
the A.U.C. A very welcome change is the re-introduction this year of
our own University scheme of research fellowships, using A.U.C. funds.
The re-introduction and expansion of this scheme will do much to
improve the quality of the University’s scholarly work. Many areas of
the University are dependent on the provision of expensive equipment
if they are properly to carry[...]ently returned to the University after an
absence of 25 years have told me that some of the experimental
equipment in their strident labo[...]emn us to use obsolete
equipment? Fortunately the A.U.C. think otherwise and the equip.
ment allocations this triennium have provided a much needed oppor-
tunity to put our laboratories into better order.

In planning to meet the future needs of the University a great deal
of attention is being given to the question of university government.
Over the last few years we have seen a much greater degree of open-
ness and a wider participation in decision making within the Univer-
sity. There are now student members of faculties and Council and of
many important University Committees. The senior[...]p to include twelve student members. The question of
departmental government has been under active con[...]me time and the University is faced with the task of finding the
structure which is most ap ropriate[...]e participation without having increasing members of Univer-
sity stag and students spendin increasing fractions of their time on
university committees rather than on scholarship? Can we devise a
system in which we avoid going over the same matt[...]lise our business
more and have greater finality of decision at lower levels within the
University? Should we abolish some of the levels of Government that
intervene between department and[...]ld we place more
emphasis on the responsibilities of academics as individuals rather

than as members of departmental committees? Can we distinguish
more clearly between major issues of policy-makin in which there
should be wide partic[...]execution c that policy by
delegated authority? I do not know the answers to these questions but
I do believe that it should be ossible for the Univers[...]cipation in major decisions with—
out too great a sacrifice of the time which should be spent on scholar-
shi .[...]in
ma 'ing appropriate changes in the government of the University
without im airing its teaching and research functions. Todays
ceremony of3 commemoration is one of the events in the academic
year that symbolise the true function of a University.

May I, in conclusion once again cong[...]ork,

In opening the ceremony in the afternoon of 11 April the Vice-
Chancellor, Professor C. M. Badger, said:

Deputy Chancellor, Mr. Warden, Members of the Council and
Senate of the University, Craduands, Families and Friends of
Craduands, Ladies and Gentlemen.

I should like to begin my Address this afternoon by extending a
warm welcome to you all, and by congratulating the graduands on the
successful completion of the work for their degrees. I do this most
sincerely. It is satisfying to succeed; and graduation is a good reason
for ersonal pleasure and sympathetic[...]ngratulations and best wishes
for the future.

In a few minutes you will be presented to the Deputy Chancellor
and admitted to your degrees in a ceremony which can only be
described as medieval.[...]that you wear were con-
ceived several centuries a o and, with relatively small differences, are
to be seen in universities afil over the world. The form of the ceremony
is traditional, as are many of the phrases used in the presentation and
admission.

Some of the medieval universities were established more than five
hundred years ago, but many of their customs and traditions are con,
tinued by t[...]ury.
Our own University was established by an Act of the South Australian
Parliament in 1874. At that time some people thought that the move
was premature for a State with such a small population; but there was
considerable good[...]nd more than 2,000 people attended the ceremony—a
significant percentage of the population of Adelaide at that time.

Universities usually enjoy a fair measure of goodwill from the com-
munity at large; but it is something of a love~hate relationshi . There
have been conflicts[...]and-gown
troubles as early as 1209 when there was a riot which led to the
arrest and execution of two scholars, and the dispersion of students to

Universities continue to be the object of criticism, as they should be;
but as one commenta[...], our graduates are not trained to meet the
needs of industry and commerce and cannot get jobs, our sc[...]ined; but they need to
he examined in the context of what you believe to be the purpose of
university education.

The first universities in[...]men for the Church, the Law, and or the

ractice of Medicine. The conception of a university soon became

roader than that and when[...]they should not be
directed to the supposed needs of any particular vocation, and that
they should be[...]ad been the custom in the medieval universities.

Of course the University does educate men and women for the pro-
fessions and for careers requiring a high degree of mental ability.
About fifty percent of those who graduate each year do so in one or
other of the professional fields: Law, Medicine, Economie[...]y percent graduate in Arts, Science or
Music, and a lar e percentage of these aim to enter the teaching
profession. Only a out ten percent of our graduates find their careers
in commerce and[...]does provide courses which lead
into one or other of the professions it aims to do more than to provide
a training for those professions. As Winston Church[...]re
interesting people.

Some months ago there was a conference in Canberra under the
title ‘Craduat[...]on that many
people answered the uestion in terms of the needs for the future

evelopment of Austra ia, and in terms of the requirements for gra-
duates from our expandi[...]d at that conference should,
I think, be in terms of ‘Graduates for Living' with a capital L. We
want education because we want to Live not in a half developed state,
but by experiencing our hig[...]e potential. We want to under-
stand the problems of the world, and we want to be equipped in the
techniques of critical assessment as well as in the more specific skills
of our chosen professions.

Now if your time as a student has excited your imagination and
increase[...]ope it has, you will want to examine the problems of medicine, of the
natural and social sciences (or whatever your speciality) in a fund-.1-
mental and critical fashion. Sometimes you will reach conclusions
which are novel or unusual, which do not conform to traditional views,
and which may even be unpopular with the majority of your col-
leagues. From time to time, therefore, you will be a non-conforiuist.
Moreover, the ability to underst[...]extended to every
situation and decision.

It is, of course, much easier to conform in professional wo[...], and much more comfortable. Conformity generates a
feeling of belonging to a community. It invites approval by the group.
and it gives a sense of security. In primitive societies there are few
opportunities to be different and little tolerance of non-conformity
In modem technological societies t[...]and modern communication methods tend to produce a sort
of global uniformity. The result is that most people do conform. They
succumb to the pressures of society. They conform through mental
laziness and a kind of mental gregariousness.

Some measure of conformity in our everyday lives is, of course,
essential if we are to live happily in a community; but there is a
proper balance between conformity and non~conform[...]d. It has
been suggested that the degree to which a community tolerates non-
conformity is a measure of its civilisation.

It seems to me that we need to[...]nd
creativity nearly always involve the rejection of accepted practices
and the development of a novel approach. This means non-emiformity.
The in[...]they are not necessarily the most popular members of a society.
It is not hard to think of examples: Charles Darwin; Ernest Ruther-
ford; Wi[...]u will take my comments as an encouragement to
be a rebel, to dissent; but that is not my purpose.

There are many different motives for non-conformity and I do not
advocate non-conformity as an end in itself. Some people become
non-conformists to attract attention: a sort of exhibitionism. Others
become non-conformists as a[...]and uninteresting. I am not advocating this
type of non-conformi . What I do want to advocate is what might
be called the non-con ormity of creativity, the non-conformity which
follows the[...]enges in our
professional and everyday lives with a new vision free from a common

It is as well to remember, however[...]hat contemplation also needs to be
Cultivated. In a recent article, Noel Annan remarked that ‘Contempla-
tion for even a few hours a day is the hardest kind of work known
to me. It demands self-discipline and[...]erned, that is what universities
must continue to do.

At the morning ceremony on 18 April a former member of the
Council, Mr. A. Vicary, addressed the congregation as follows:

Mr. Chancellor, Mr. Vice-Chancellor, Mr. Warden, Members of
the Council and Senate of the University, Graduands, Ladies and
Gentlemen.

There has been a widespread notion that universities have recently
been under attack in a number of ways. Sir Eric Ashby, of Cambridge
University, warned on a television programme this week that the base
of privilege must not be destroyed, and he said that universities can-
not be an important source of social criticism.

At the time of your raduation there are developments in educatio[...]. These evclopments nlso ilflcct the future
role of the University whose present graduates will be in[...]cipating or moulding public opinion. The location of some of these
developments are in sources not normally de[...]he motive behind the Federal Government abolition of university
fees to be effective from next year may be a sincere belief that the
right of a free education for all should be extended to include univer-
sities. A previous Minister of Education recently hi blighted the ques-
tion of educational rights at another level when he appea[...]schools. The State Aid
debate has now become part of Australian culture. On the other hand
fee abolition may be part of an ongoing political exercise to extend
the areas of electoral support. Whatever the motives the implications
of the decision deserve some exploration.

Of current interest is the fact that the University of Adelaide this
year has less students than numbers of places in its faculties As a
consequence the Minister of Education has asked the University to
cut[...]

development cannot, therefore, take place. One of the areas appar-
ently to face continuin difficulty is the Library, a major resource
centre of any educationa institution.

Is this drop in expe[...], if so, can it be anticipated that there will be a large
increase in Iplaces sought at the Universit[...]als, and this analysis will include an evaluation of advertised
university ideals.

The burden of increasingly heavy fees, one of the hurdles to univer
sity entrance, has been reg[...]people, includin some
university authorities, as a form 0 discrimination against tie less
wealthy, a[...]fiable on educational grounds. By its
conferring of diplomas and degrees the university offers a status which
opens up opportunities to the recipi[...]status is not open to all, it may be regarded as a per-
petuation of existing privilege. Such a relation of the institution to
society has in the past excluded the majority of the sons and daughters
of working class parents, and Aborigines. In this co[...]y be viewed as an attempt to extend the principle of
equality of opportunity. Its realisation in practice, however, wil only
come with the lessening of inequalities in other areas. One of the
guestions, then, is whether the composition of universities in terms of

iversity of background or class will change, and whether the functions
of a university will change with it.

On chan es at pre-tertiary level. Open space, free (in terms of style
and method) and community schools, are now part of the language of
modern education at the kindergarten, infant, pri[...]y
levels. Certain innovations have had the effect of changing some
teaching methods, curriculum content, and attitudes towards, as well
as practices of, assessment. There is pressure in some quarters to rid
secondary education of the matriculation examination which is seen
as gearing much of secondary education towards university entrance
requirements. Changes of this nature as well as increased community
participation in the running of schools, may well have the long-term
eifect of forging a new identity for the schooling system.

How has,[...]rently,
at one level anyway, it doesn’t need to do anything. The matricula-
tion examination is still held at the end of each year, and the ritual of
progress is duly observed. There are sometimes problems when a
decision has to be made to exclude a candidate one point below
another in determining who will have the final place in a quota,
which, by definition, is a restriction on university laces. However,
the nature of the problem will radically change if t e selection ro-
cedures are no longer based on a points 3 stem. Some Austra ian
universities are investigating the possibility o a diversity of selection
procedures.

Perhaps a ‘school rofile’ could be obtained, listing such things as
subjects studied, enth’usiasm, degree of respect, participation, amount
of school spirit, etc. But, it may be retorte[...]

matters, and a political or personal opinion ma prejudice a candi-
date's chances of getting a university place, an , thereby, his future
occupa[...]ersity c0n-
ducted its own entrance tests outside of the school system? This, it
could be claimed, would be objective, and would leave the school
system free of university demands. It might mean, though, that new
techniques of test-passing would be developed, and to many educ[...]other alternatives, there has been the suggestion of a ballot
for university entrance. An argument advanced in its favour is that it
is a fairer distribution of scarce resources (Le. university laces), than
methods such as exams which lace long eriods of) tension on
students, and it gives everyone who reaches t e final level of secmr
dary schooling an equal chance to enter university. Against this it is
sometimes argued that such a form of selection is immoral, but this is
usually done in[...]om the comparison rather than the
proposal.

Such a list of alternatives is not exhaustive. Universities themselves
cannot determine the availability of places they will offer of their own
accord, as they are dependent on Govern[...]-
tioned earlier, can affect the type and quality of resources utilised.
What they can do, however, is subject to scrutiny many of their prac-
tices including their selection proce[...]in isolation from what they consider is the type of
relationship the university w ll have with societ[...]If so, in what areas, and who define the
degree of accountability? Accountability smacks of control, and univer-
sities generally view this as a bad thing, which raises problems when
finance is[...]ople in universities
to pursue rescarch projects. Do business organisations or research
foundations se[...]tertiary education?

Senator Fulbright, Chairman of the Senate Foreign Relations Com-
mittee in America, argued at the height of his opposition to the
Vietnam war, that American universities had betrayed a public trust
in not speaking out a ainst the war. Part of his argument was that
since universities have nowledge, or access to sources of knowledge.
not generally available to the rest of the community, universities ou ht
to be publicly accountable, and have a commitment to the wider is-
semination of knowledge. Senator Fulbright may not wish to push the
notion of accountability in other areas, but in this case it was an
important point of political leverage. The casual observer could hav[...]ise conservative republican
had joined the forces of student radicalism.

What these examples illustrate is that what a university does cannot
be seen in isolation from the society in which it exists. The structure
of the society has important implications for the types of decisiOns
made about the university, both inside and outside of it. I wish to

munity e[...]d by politicians and institutional
authorities as a means of assimilating their definitions of social prob-
lems, through a fear of the otherwise unmanageable. The University
has, I believe, in this instance chosen the path of ima ination. Its
centenary celebratio s in 1974 may be, to quote Ivan Ifiich slightly
out of context, a celebration of awareness.

me, as I graduated from the University of Adelaide just 50 years a o,
the year before it celebrated its fiftieth anniversary. Next year he
University will be 100 years of age, aa triumphant second century.

I am very proud, Mr, Chancellor, to be both a graduate and an
honorary graduate of my un versity. Much has happened here in the
half century since I was admitted to my first degree. A lar e part of
the buildings of the University of that time has been demcfiished by
the bulldozer[...]activities.

This brings me to the main objective of my short address. The
independence of all universities has been eroded away by the very
tight control of all spending exercised by the Universities Commis-
sion. This applies not only to buildings but also to some of the
academic activities which a university wishes to establish or recon-
struct.[...]ch, through
the Commission, now provides the bulk of our moneys, we natural]
and proper] desire to enj[...]lian commu ity will be as generous in recog ition of
all that the U iversity has achieved, as was the[...]arlier age, and the universities are
compelled to do much of the teaching which, in Britain, would be
done in the sixth fomis at school. One consequence of this is that a
higher percentage of students dro 5 out here, and the first years of
many courses are inflated. StnE, lgcture[...]

will not complete courses. In my view, this is a thoroughly democratic
situation. There must be a sifting process to weed out those who can-
not be[...]case, any young man or woman
gains something from a year or so in the University, even if he does
not complete a course.

This bottom-heavy structure of universities in Aust alia has an
important bearin[...].

This is an area in which an independent source of sufficient money
can help redress the balance in[...]I wish now to make some remarks about the fut re of universities
in general, for I believe that we are at the beginning of a cultural
revolution which could roduce chan es in attitudes and content of
courses as iofound as t ose which 0 anged the ancient universities
of Euro e roni predominantly theological to more scientific institu-
tions. T ere is a growing restlessness among students and the young,
an increasing sus icion that technology has got out of hand and is
ruling us, rat er t an being our servant. Science, which is the parent
of modern technology, is regarded almost as coldly.

Those of us who are old enou b will remember the tremendous air
of en horia after the last war, w ich swept scientist and non-scientist
ahea on the crest of a great wave of belief in mankind, and in his
knowledge of nature, which would bring and maintain universal[...]pidly to dust when faced with the
awful realities of nuclear weapons. The knife-edge equilibrinm be-
tween America and Russia engendered by the certainty of massive
retaliation, allowed small local wars to[...], neither
daring to intervene eEectively for fear of the terrors of nuclear war.
Although peace-keeping failed dismally, belief in the beneficient
powers of science and technology did not falter.

Winston C[...]as
emerged with greater su remacy over the forces of nature than he
had ever dreamed of b ore. He has it in his power to solve quite
easily the problems of material existence. He has conquered the wild
bea[...]and microbes. There has
before him if he wishes, a golden age of peace and progress. There
only remains for him to[...]grim sentence. In this sentence lay the negation
of all the rest. Extreme nationalism grew apace, eve[...]other institutions devote to increasing
knowledge of natu e. With many of my colleagues throughout the
world, I preached th[...]ould be
even greater, for there lay 1 1e solution of all man’s difl‘icu ties. Instead
of Solving the problems of material existence, the result has been an

even greater ga between the standards of living of the develo ed and
under-developeg nations. Fear a[...]0 running low.
Moreover, the enormous development of technology since the war, has
opened the eyes of mankind to the fact that he is contaminating the[...]d cities. He as become so
obsessed with an econom of continuous rowth, that ‘development’
has become his watchwor , and he cheerfu ly destroys the face of the
Adelaide Hills in order to have stone available at a cost lower than
in any other Australian city.

Ma[...]the young, are questioning this whole
philos0phy of the technological age, which demands more and mor[...]er consumer goods,
and which covers more and more of the land surface with concrete
where formerly gre[...]orses and cattle grazed in peace. The questioning of our culture, a
culture dominated by science and technology, has[...]t in the young today. The are beginning to demand
a rethinking of the meaning and content 0 education. In the arts[...]uld be more closely relate with life. The student of
science, and many teachers and practitioners in t[...]ine, want their work to contribute to the pursuit of a full
life and happiness for mankind as a whole. It is perha s unfortunate
that the young c[...]revolt through ong and often
dirty hair, the use of drugs, and opposition to all discipline and
autho[...]sionment, to question-
ing whether the objectives of a university education are worthwhile
in a world where the student feels uneasy and out of place? There is
a growing feeling among men of all )ersuasions that if our civilisation
is not t[...]or blown to
pieces by nuclear weapons, we should do something about it now.
And that somethin must surely have its roots in all levels of activity,
but especially in e ucation.

I am conv[...]ion or
perish. It could well be that the colleges of technology and of ad»
vanced education will provide the youn with[...]se in order wil involve some radical changes,
and a thorou h re-examination of our place in society and our duties
towards our ellow men. There must be a great deal of experimenting,
of trial and error, before we can find our w[...]

of change. And such effort requires funds which are[...]inadequate purse, for the traditional activities
of the universities.

I am an optimist, Mn Chancellor. Establishment of the red brick
universities in Britain was stimulating rather than detrimental to the
Universities of Oxford and Cambridge. In South Australia, the Univer-
sity of Adelaide can continue to lead, but only if it is at least as
sensitive to the challenge of the times as Oxford and Cambridge, and
only if the pride of South Australians in its past is matched b[...]

Untll 29 April,1971 the Senate of the University consisted of all gzaduutes admitted to a
degree 111 Muster or Doctor and of all oLher graduates of the University of three years’
standing. A graduate of another University admitted to 11 degree in The University 05 Adelaide
reckoned his standing from the date of his graduation in such other University

On 29 April. 197}. a new act, “The University 0i Adelaide Act,1971"came into force.
Under it the Senate consists of 11]] graduates of the University; 1111 persons in the full- tlrne
employment of the University who 91c graduates of OHIEI Universities recognised by the
University or who have attained at other institutions of higher lc'lming qualifications considered
